Kevin Howard Weber, aged 66, fell backwards down four steps at a public memorial site, striking his head on concrete. He sustained a subdural haematoma requiring urgent craniotomy. Despite surgical evacuation, he developed elevated intracranial pressure and remained neurologically unresponsive, dying 19 days post-injury. This case highlights the potential role of environmental safety measures in fall prevention among older adults. The coroner noted that while a handrail was absent, it was unclear whether one would have prevented this particular fall. The council subsequently decided to install a mid-rail despite current regulations not requiring one for steps under one metre.
